This is not a general SEO topic. It is a specific, local, fixable failure that costs businesses here rankings they have already earned.

Your signals are split between two cities

Rochester and Rochester Hills are different places with nearly the same name. Directories, invoices, your own website footer and your Google Business Profile very often disagree about which one you are in, because the people filling them in used whichever name came to mind.

A search engine sees two versions of your business in two cities and trusts each of them less. You are not being penalised, you are being diluted, which is harder to notice and just as expensive.

Your customers use the names interchangeably and you cannot

People say Rochester meaning either place. That is fine for conversation and fatal for consistency, because it means every listing you did not personally fill in is a coin flip.

Ninety days, and the sequence matters more than the list. The cheap fixes come first because they compound while the slow work is still landing.

Weeks one and two: the fastest wins

  • Decide which city you are in, once. Whatever the Google Business Profile is verified with wins, and everything else changes to match it.
  • Audit every listing that disagrees. This is the whole job here, and it is the reason this page exists.
  • Fix your own website first. Footer, contact page, schema. A site that uses both names is telling a search engine you are not sure where you are.
  • Set the service area by downtown or hills. Not both, unless you genuinely serve both, in which case the pages should say so separately.

Weeks three to six: the parts that need writing

  • Write the pages for the towns you reach. Rochester Hills as a deliberate separate page if you serve it, plus Auburn Hills, Oakland Township and Troy.
  • Use the name your customers use in the copy, while keeping the structured data rigidly consistent. Those are two different jobs and they do not conflict.
  • Start the review habit, and encourage the town name in the review text where it happens naturally.

Weeks seven to twelve: the compounding

  • Keep it consistent as things change. A new phone number or a moved listing silently undoes the week-one work if nobody is watching.
