Waterford breaks local search in three specific ways, and none of them is your fault. All three are fixable, two of them in an afternoon.

Parts of Waterford Township carry Pontiac, Clarkston or Drayton Plains mailing addresses. Plenty of business owners here run a Waterford business with a different city on the envelope, and it produces a specific and expensive problem: your citations end up inconsistent without anyone doing anything wrong.
One directory has Pontiac. One has Waterford. Your invoices say Drayton Plains. A search engine sees three versions of the same business and trusts all of them slightly less.

Waterford is a township strung along Dixie Highway and M-59, not a town with a center. Most places have a main street that anchors a near-me search. Here the population is spread across the lakes, the corridors and the subdivisions with no single point of gravity.
What that means in practice: a business on the north end and one on the south end are competing in what are effectively two different local markets. Your real catchment is smaller than the township and it follows the roads rather than the boundary.

None of these three is fixable with a better homepage, which is why a web designer will not solve them for you. They are fixed by knowing the area, auditing what already exists, and then being boringly consistent afterwards.

Weeks one and two: stop the bleeding
Pick the address format and freeze it. Whatever your Google Business Profile is verified with wins. Everything else changes to match, including your own website footer and your invoices.
Audit every listing that disagrees. This is the Waterford tax. In a town with clean boundaries it is a short job. Here it is the job.
Claim and finish the profile. Categories, services, hours, service area, and photographs taken in this county rather than bought.
Set the service area by corridor, not by township. Which side of M-59 you are on decides more than the township outline does.
Weeks three to six: the parts that need writing
Write the pages for the towns you genuinely reach. White Lake, Clarkston, Commerce, Pontiac, Keego Harbor. Real pages with real local detail, not a template with the name swapped.
Use the names your customers use. Drayton Plains and the lake names belong in the copy, because that is what people here type and say.
Get the review habit started. Ask at the moment the job is done and the customer is pleased, then send the link. That single behavior outperforms most of what agencies charge for.
Weeks seven to twelve: the compounding
Keep the citations consistent as things change. A new phone number or a moved listing silently undoes the week-one work if nobody is watching.
Add the proof as it arrives. Photographs of finished work in named places, and reviews that mention the town, do more than another paragraph of copy.
Measure against last year, not last month. Especially if any part of your work is seasonal, which around the lakes most of it is.
